Higher Education Opportunity Program (HEOP) at Syracuse University

The Arthur O. Eve Higher Education Opportunity Program (HEOP) at Syracuse University provides higher education access to underrepresented students from across New York State. We are housed with the TRIO Student Support Services program and work together to improve the retention and graduation of eligible students at Syracuse University. Our diverse staff of caring and experienced counselors offer assistance with academics, finances, career development and much more. HEOP collaborates with schools, colleges, and offices throughout campus.

About the HEOP Program

HEOP was established by the New York State Legislature in 1969 to provide access to independent colleges and universities for economically and educationally disadvantaged students from New York State. Economic eligibility is based on state-mandated low-income guidelines. Academic criteria are determined by each HEOP institution: a student enrolled in HEOP does not meet the institution’s traditional admissions profile, but is among the top performers of the high schools and academies. HEOP students must demonstrate an ability to successfully compete at the undergraduate level. There are no compromises in the admissions process. HEOP is an avenue through which any student, meeting both academic and economic guidelines, can obtain a bachelor’s degree. As a result, admission to Syracuse University through HEOP is highly competitive.

As a New York State opportunity program with an extensive history of providing access to academically and socio-economically under-represented students, Syracuse University HEOP supports student achievements by:

  • Utilizing a holistic intrusive advising model that supports the overall well-being of the student
  • Empowering growth and development through enrichment programming (e.g. SummerStart, Speaker Series, Workshops, advocacy efforts)
  • Promoting cultural awareness through recruitment and acceptance of a diverse population
  • Providing appropriate resources and services that enhances the comprehensive undergraduate student experience
  • Ensuring equitable academic and financial support
  • Celebrating personal and professional milestones that leads to student and program success
